Changes proposed for Driver’s Licences

New Zealand’s Government has announced a major plan to change the driver’s licence system, the biggest in over ten years.

Transport Minister Chris Bishop shared the proposal, which would remove one of the two practical driving tests needed for a full licence, making it faster and cheaper to get fully licensed. If the changes are approved, they could start in July 2026.

Under the new plan, drivers with a restricted licence could move to a full licence after 18 months, or just 12 months if they complete an advanced driving course. However, drivers must keep a clean record—any driving offence would restart their waiting time. The change would also lower the total cost of getting a full licence by nearly $100.

To encourage safer driving, the Government also proposed lowering the number of demerit points needed to suspend a learner or restricted licence from 100 to 50 points. The zero-alcohol limit would apply to all learners and restricted drivers, not just those under 20 years old. A hazard perception test might also be added to the learner stage to better prepare new drivers.

Other updates include reducing how often drivers must take eyesight tests. Instead of testing vision multiple times between ages 16 and 18, drivers would only need tests when they first apply and again at age 45.

Road safety groups like the Automobile Association support some changes but want even stronger rules, such as requiring young drivers to complete at least 60 hours of supervised practice before solo driving. Studies show this practice time can greatly lower crash rates.
